במקום שבעלי תשובה עומדים איו צדיקים גמורים יכולים לעמוד (ברכות ל"ד)

This can be understood as follows. Tzadikim take the moderate (balanced) path.

בעלי תשובה  are leading a life far from the way of the Torah so by doing teshuva they are going to the opposite extreme. This is what is meant by the Chazal (ברכות לד)

 “במקום שבעלי תשובה עומדים” -meaning at the extreme end.

 “אין צדיקים גמורים יכולים לעמוד”- tzadikim are not on that level.
