The first Perek is about Hashem’s command to Hoshea to marry a woman of ill repute and have children with her. This seems be quite unusual. Chazal explain that another conversation precedes this. Hoshea said to Hashem, exchange Klal Yisroel for another nation. They have sinned so much, why do You need them?

אמר לו הקדוש ברוך הוא להושע בניך חטאו והיה לו לומר בניך הם בני חנוניך הם בני אברהם יצחק ויעקב גלגל רחמיך עליהן לא דיו שלא אמר כך אלא אמר לפניו רבונו של עולם כל העולם שלך הוא העבירם באומה אחרת אמר הקדוש ברוך הוא מה אעשה לזקן זה אומר לו לך וקח אשה זונה והוליד לך בנים זנונים ואחר כך אומר לו שלחה מעל פניך אם הוא יכול לשלוח אף אני אשלח את ישראל שנאמר ויאמר ה’ אל הושע לך קח לך אשת זנונים וילדי זנונים וכתיב וילך ויקח את גמר בת דבלים

In order to clarify the mistake Hoshea made Hashem commands him to marry this woman and then send her away.

This is a classic example of a Perek starting from the middle and Chazal clarifying the context.

But what is going on in a slightly deeper way? The Zohar writes and as the Rekanati explains:

פירוש הרקאנאטי על התורה – פרשת שופטים
את השם יתעלה כי מצוה היא לדעת ולבקש אותו הענין ולהבחין בין טוב לרע אבל לא להדבק בו. דוגמא זו היה חטא נח שנאמר וישת מן היין וישכר וכבר פירשתי:
זהו סוד קח לך אשת זנונים (הושע א’ ב’) כלומר שידע ויחקור אחר סבה זו ולראות אחר עניני עם קדוש שחטאו ונמשכו אחר סבה זו שעליה אמר שלמה המלך ע”ה לשמרך מאשה זרה (משלי

There is a very fine line between understanding Yetzer Hara and Avoda Zarah, and not being drawn towards it. Hoshea is commanded to enter into this place, and understand it and repair it; in order to then be able to repair Klal Yisroel.

But one cannot do this on their own. Hoshea is a afraid to go there, and that is what he means “replace Klal Yisroel”. I cannot go ther to repair them.
